Rope Retainer Rings are typically used with Internal Halyard Flagpoles.  Their purpose is to hold the bottom of the flag close to the pole since the halyard doesn't loop to the bottom of the pole to secure.  Retainer rings along with the counterweight help to keep your flag from flying far from the pole with wind.

While Retainer Rings are generally used with Internal Halyard Flagpoles, many owners of larger flag poles will use them to take stress away from the corner grommets.  This provides for a safer application.
